黃兆明主教邀請台東各堂區,針對八八水災救災現況與後續的重建工作進行討論。

On 18th August, Bishop Philip Huang invited all the parishes of Taitung district to discuss the situation of the 88 flood rescue and reconstruction that follows.

大武堂區的大鳥社區受創嚴重,山上有一半的泥土都被沖下來,泥漿朝山的兩側沖出,包括錫神父當初送給大鳥的土地也被沖掉了。大武河川潰堤,淹至膝蓋,民眾現已可以整理家園。新化路基坍方,原住民自己在山上開闢小路,但若再下雨恐怕會有危險。物資尚可,當時空投和海運的物資都送不到天主堂,教區隨即聯絡聖母醫院準備所需物資,在道路搶通後,直接開四輪傳動車到醫院補給。9戶全毀,7戶半毀,共52戶受損,災害仍在進行中,幸無傷亡。民眾現安排住在大武國中,每天由神父帶領祈禱

The community of Taniao, the parish of Tawu, got the worst hit; the landslide of half of the hill rushed down, and split into two sides along the hill, where the piece of land that Fr. Jacob Hilbert gave to the catholic of Taniao many years ago was washed off. The flood of Tawu river collapsed its banks, the water going up to one’s knees. Now people can arrange their houses and put things in order.. The aborigines make roads through collapsed mud in Hsinhua, but if rain comes again, it will become very dangerous. Rescue material is enough, but material sent by air and sea can not reach the chapels. So the chapels contact St. Mary’s Hospital to prepare all the necessary material and vehicles of four-wheel-drive carry it to them after the roads are open. 9 houses are fully collapsed, 7 half collapsed. A total of 52 houses are damaged, and disaster continues. It is lucky that no casualty is reported. Refugees are accommodated in Tawu Junior High School, and every day a priest comes and pray with them.

 

 

 

 

金峰鄉嘉蘭村受災總戶數,含全倒與半倒共70戶,物資不缺,缺心靈重建。縣政府與災民召開協調會,告知組合屋的地已經找到,正在規劃組合屋興建事宜;經過很多的協調災民大都願意搬進組合屋,災民情緒漸穩定。祇是組合屋怎麼蓋?蓋成什麼樣子?誰來蓋?可以住多久?災民的小孩就學、慢性病患、老人安置等,積極尋找資源幫助孩子能正常唸書,慢性病患的居家服務,獨居老人的安置及協助等.

Chia-lan village, Chin-feng, suffered worst where 70 houses are fully or half collapsed. There is no lack of material, but spiritual reconstruction is in need. The county government held a meeting with refugees, telling them that ‘combined houses’ are available, and the planning of building them is going on. After many negotiations, the refugees agree to move into these houses, and their emotion calms down. However, how is the ‘combined house’ built? What does it look like? Who builds it? For how long? The attendance of school of the children of the refugees, chronic disease, and the settlement of the senior citizens are imminent. They are trying their best to look for resources to help the children to attend school normally, for home-service of the chronic disease patients, for the settlement of single old people.

 

金崙地區有6戶被水沖走,多處道路中斷,物資已送達。然而民眾卻問神父:「物資可不可以賣?我們現在需要的是錢。

In Chin-lun area, 6 houses are flushed into the river, many roads are cut off, but material is arrived. But people ask the priest, “Can we sell the material? What we need is money.”

 

 

 

總計目前台東地區房屋全毀或半毀的戶數超過134戶(大武14戶、金崙50戶、嘉蘭70戶),因災情仍持續增加中,災民人數尚無法正確估算,所幸無重大傷亡。

So far, the total number of houses collapsed in Taitung area is 134, fully or half destroyed.(Tawu 14, Chin-lun50, Chia-lan70) As the disaster continues, the number of refugees is not sure. It is fortunate that no great casualty occurs.

We thank people who send all the necessary material from all parts of the island. We are ready to bring it to the damaged areas.

 

 

主教表示:「教會本身就是救災的人,而不是被救,在災區當地的教會要去救人,當地人救當地人。教會也不應該只是發錢,說不定災民心情不好就喝酒喝掉了,真正要用時又沒有。現在物資看起來很多,隨著時間拉長,救災的熱度一過,物資只會愈來愈少。所以我們要有階段性的規劃。」

The Bishop said, “The Church herself is the rescuer, not the rescued. In the damaged area, the local church must rescue the local people. The church should not give out money, for, because of low mood, they would buy drinks and when money is in need, they have not. Now the material looks plenty, but as time prolongs, the heat of rescue will go down. Then the material will become less and less. So we must have a plan for different stages.

 

 
 

目前救災與重建將依五大行動原則、三個救災階段進行:

At present, the rescue and reconstruction follows the five action principles and three stages:

五大行動原則:災民安心、生活安頓、孩子就學、老人安置、病患醫療。

The five action principles: the calming down of the refugees, livelihood settlement, children’s attendance of school, proper arrangement of the senior citizens, medical service of the sick.

 

 

 

三個救災階段:

The three stages of rescue:

第一階段(8/88/18):救急及心靈支持。募集物資及基金。目前災區已有充足之物資,每戶災民將收到教區3000元慰問金。每日在收容中心由神父或修女安排祈禱,並有芳療師與腳底按摩師協同服務。

First stage: (8/8—8/18) Emergency and spiritual support. Collection of material, and fund raising. Up till now, they have enough material. And every refugee receives 3000 dollars of consolation from the Diocese. Everyday priests or sisters are arranged to pray with them in the refugee center. Services of various treatment and reflectoxology are provided.

第二階段(8/199月中旬):災後臨時安置。協助整合資源,完成災民臨時組合屋之搭建包括土地及資金等,協助災民重新恢復正常生活。並請各堂區調查受災戶之老人照顧、孩童就學及家庭生活狀況,期以每戶或每人、定期定額的認養方式,持續照顧受災家庭。

Second stage: (8/19—the mid of September): Post disaster settlement. To arrange all kinds of resources, complete the building of temporary ‘combines houses’, including land and funds, help the refugees to live normal lives. All the parish church must find out the situation of the settlement of the senior citizens, children’s attendance of school and their home life so that every household, or individual, the way of regular fixed amount of support may be taken care of continually.

第三階段(預計三年):永久安置。教區將配合政府及民間力量,協助災民有個安全的家,不再有對未來的恐懼。

Third stage: (3 years expected): Permanent settlement. The Diocese will work with the government and people to help the refugees to build a safe home, without worrying about the future.

我們有一些想法與大家分享

We want to share with you some of our thinking.

呼籲:一定要尊重當地文化及信仰,儘可能藉助在地力量幫助在地人!

A petition: We must respect the local culture and belief, and try to help the local people by means of the local people!

1    給災民參與的機會:自己組織分配料理三餐、分工合作打掃環境、為老人精油按摩、讓災民自行規劃些活動,我們漸漸從直接服務轉為陪伴支持後盾。

Give the refugees a chance to take part: they organize themselves to cook, to clean the environment, massage the old with oil, arrange their own activities. We turn our direct service into accompaniment as a support.

2    不要跟災民提「遷村」二字:這是相當敏感字眼,其實嘉蘭村原聚落在大武山,但被列入環境生態保護區,在民國42年政府強迫遷村。現在發生這些災害,他們很希望能回祖先的地方,而不是將村子遷到平地。因此,請別提「遷村」的事,告訴族人要讓大家生活先安頓,每天三餐有著落、孩子能上學、老人能照顧,因此大家都能接受要住在組合屋一段時間。

Do not mention the term “move out of the village”: It is very sensitive. In fact the tribe in Chia-lan is in Da-wu mountain, where it is considered as a ecology protection area. In 1953, they were forced to move out of the village. Now as the disaster happens, they hope they can go back to the places where their ancestors lived, and not the plain. So please do not mention the term ‘move out of the village’. Just tell them to settle down with three meals, let the children attend school, take care of the old, and every one can live in the ‘combined houses’ comfortably for a period of time.

3    過多物資只會造成困擾:請大家不要自行隨意直接送物資到山上,以免造成山上垃圾或過分依賴。大家送來的物資請送到物資收集中心分類,依山上需要提供。也請不要隨意發錢,錢不是越多越好,應該要有規劃,以免因為各團體相互比較,造成心靈受傷。

Too much material causes difficulty: Please do not carry material to the mountain by yourself for it would produce too much garbage and dependence. The material you send will be sent to the collection center and it will be distributed according to necessity in the mountains. And please do not give out money freely. It is not that the more money they have the better. It should be planned so that each institute may not make any comparison, hurting the spirit of the refugees.

4    救災工作人員需要鼓勵:許多救災人員也是災民,全心投入救災,不眠不休,國軍部隊在第一時間就全力協助救援,冒險開通道路、物資運送、傷患救治、都是用生命在服務。值得給最大的掌聲鼓勵!

Rescue teams should be encouraged: Many of the rescuers are refugees themselves. They work without much rest for the rescue. The soldiers do their very best to rescue in the nick of time, open up the blocked roads with risk of their lives, carry material, save the injured, and all this they do with the risk of their lives. They deserve to be highly praised.

5    請不要以「我來救你」的態度救災:災民的笑容不代表問題不存在,有所謂的救災團體來此(未經邀請及同意)要做心靈重建,看到嘉蘭災區的景象,風光明媚(因為受災的房屋沖毀到太平洋中,留下的並沒有太多慘狀)、社區整齊乾淨、民眾和樂笑容滿面,竟然說:「搞什麼嘛!我們千辛萬苦來到這裡,沿途危險萬分,竟然是如此景象,簡直是騙局!」當然,此團體被請下山!

Do not have the attitude of ‘I come to save you’: The smile of the refugees do not mean that there is no problem. Some of the rescue team come here (uninvited or unapproved) to work for spiritual reconstruction. When they see scene of the disaster area, the scenery is wonderful. (The houses of the worst hit area are flushed into the Pacific, and what is left is nothing tragic.) The community is clean, the refugees smile, and they say, “What is the matter? We come all the way here with so much hardship, risky on the road, and what we see now is so deceiving. It is a trick!” Of course they are sent off.

6    營造正面思考的氛圍:這是必要但很困難的事,有些災民說:「還好人還活著!」「還好發生在我們原住民,我們跑的快!」「還好是在山上,我們人比較少,要是在台北就完蛋囉!」「還好我沒有錢!」「還好我有天主!」。我們就會把這些好的想法,利用聚會向大家大大宣佈,給他們鼓勵,表達我們對他們的肯定及敬意。人還是會有負面情緒,設法讓他們表達,聽懂他們心聲,了解真正需要;這樣的氛圍是可以被營造的。

Build up a positive thinking atmosphere: It is very difficult but necessary. Some refugees say, “Good God, some one is still living!””It is lucky that it happens in our aboriginal community; we run faster!””It is lucky that it happens in the mountains because people are fewer, but if in Taipei, many people will perish””It is good that I have no money!” “It is lucky that I have God.”We let people know their thinking in public, to give them encouragement, to express our certainty and respect. People may have negative emotion and we try to let them express themselves, listen to them, and understand what they really need. This kind of atmosphere can be built.

7、               向原住民學習:他們是大自然的子民,有卓越的敏感性;他們處處感謝,感謝我們的協助,感謝大家的關心,感謝村子裡族人都活著。他們的信仰是堅實的,在兩天沒吃飯的狀況下,拿到一碗熱熱的麵時,還是先敬天敬地,虔誠祈禱後再囫圇吞的進食!

Learn from the aborigines: They are children of nature, with an outstanding sensitivity. They have a thankful heart, thanking us for our help, the care of everybody, and the survival of the villagers. Their belief is solid. They have nothing to eat for two days and when they have a bowl of hot noodles, they thank God first, piously praying, and then they swallow it.
